10 / 13 / 99 The fore hatch was cut larger than the plan called for since I wanted to use the removed deck piece for the hatch cover.  The hatch lip was constructed on the inside of the hole.  A rabbet was run around the inside of the hatch frame for the top to fit inside. A sketch shows this.
10 / 17 / 99 The hatch cover was screwed and plugged. My router produced a nice rounded edge.  If you look hard you can see how much force it took to bend the 3/8" top.  There is a bow fore to aft on this piece. 

I am still deciding on what hardware I will use.  I wish have the hatch hinged and allowed to set at different positions for ventilation.
